Constitution

1 Title

This league shall be called the Lancaster University Inter-College Men’s Football League (henceforth referred to as the league).

2 Membership of the league

2.1 There shall be two sections to the league. These shall be College A and College B.
2.2 Each College shall run 'A' and 'B' teams - these shall be considered to be 'A' and 'B' teams of the same club.
2.3 All clubs must be Associate Members of the Lancashire Football Association.
2.4 All clubs must be Colleges of Lancaster University.
2.5 All team captains must register their squad by the date set by the AU or Friday of the second week of the 1st term whichever comes first

3 Annual General Meeting

3.1 The Annual General Meeting shall take place during or before week 8 of the summer term.
3.2 The Executive Committee should fix the venue, date and time, and clubs notified at least one a month in advance.
3.3 Each team captain or his representative is required to be present at the AGM.
3.4 Each team, not club, shall have one vote at the AGM

4 The Executive Committee

4.1 The Executive Committee shall be known as the Football League Committee (FLC) and shall consist of the following:

4.1.1 Inter College Chair
4.1.2 Chair
4.1.3 Fixture Secretary (in attendance)
4.1.4 Football Captains
4.1.5 AU President (in attendance)

4.2 The role of Referee Secretary to be undertaken by the Athletic Union
4.3 The role of League Secretary to be undertaken by the Athletic Union
4.4 If the elected fixture secretary is a football captain they will be entitled to a vote. It is possible to hold more than one position on the committee.
4.5 The role of treasurer shall be filled by the Athletic Union in the form of a staff member within the Student Activities Office of Lancaster University Students Union taking responsibility
4.6 The Chair shall serve until the AGM
4.7 One member of the committee will be elected as the committee secretary at the end of the summer term. The secretary will be responsible for taking and transcribing the minutes in the format dictated by the Athletic Union. In the absence of the secretary the IC Chair will take the minutes.
4.8 The Fixtures Secretary will be responsible for ensuring all games are completed
4.9 The League Secretary will deal with all correspondence relating to the league.
4.10 The FLC should meet twice a term. Further meetings may be arranged if necessary.


5 Handbooks
5.1 The handbooks will be on the LUSU website in downloadable format and all captains are responsible for reading the handbook before the start of the season.


6 Accounts and Fines
6.1 The League Secretary will notify Team Captains and individuals of any fines as soon as they are levied by the Lancashire FA
6.2 These fines must be paid directly to the Lancashire Football Association using the form provided. Anyone wishing to pay by cheque should make the cheque payable to the Lancashire Football Association.
6.3 It is the responsibility of the Captains of both the college teams to ensure the offending player from their college completes the paperwork and pays the fine.

7 Appeals
7.1 Appeals to matters not dealt with by the Lancashire FA must be lodged with the AU President within 7 days of the alleged cause of the complaint.
7.2 The appeals sub-committee shall consist of:

7.2.1 The Chair
7.2.2 The AU President
7.2.3 Two Football Captains chosen at random

7.3 In the event of one of the members of the sub-committee having a vested interest (i.e. a member of the College or Society involved in the appeal), it shall be declared and that member shall stand down, to be replaced by another member of the Executive Committee.
7.4 All parties shall be informed in writing of the date, time and venue of the meeting, and must appear. They shall be provided with a copy of the complaint.
7.5 Witnesses may be called if desired


8 Laws of the Game
8.1 All matches shall take place in accordance with the Laws of Association Football and the Rules, Regulations and by-laws of the Football Association and the Lancashire Football Association.

9 Clubs
9.1 All clubs must affiliate to the Lancashire FA and payment must be made to LUSU before the end of the summer term in advance of the following season
9.2 Any outstanding payments must be made before a club can be considered to be registered to the league
9.3 All clubs shall keep up to date accounts and make these available to the Executive Committee as required.
9.4 The League Secretary shall be notified as to the name, address, e-mail address and telephone number of the secretary of each club before the start of each new season.
9.5 Clubs must register with the League.
9.6 Clubs must register their colours with the League Secretary at the time of registration. For this purpose, “colours” refer to shirts only.
9.7 Clubs are to be considered responsible for the behaviour of their supporters during the match.

10 Players
10.1 Only male students of Lancaster University are eligible to play in the league
10.2 Players shall not be eligible to take part in any games until they have been registered by their Captain
10.3 This shall be done on the LUSU web site from the Student Activities Office
10.4 All players must be in possession of a LUSU Purple Card available from LUSU
10.5 Players whose clubs enter two teams may play for either the A or B team. Having played in an ‘A’ team game the player must miss his club’s next ‘A’-team game before being eligible to play for the B team.
10.6 REGARDLESS OF ALL OTHER PROVISIONS IN THESE RULES, PLAYERS MAY ONLY PLAY FOR THE COLLEGE OF WHICH THEY ARE A MEMBER.
10.7 Players with the University First and Second teams shall not be eligible to play in the League. Players in any other University team may be permitted to play.
10.8 Any team that fields an ineligible player shall cause the match to be declared void. The match will be replayed and the guilty team will be deducted 1 point and fined £18 to cover referee costs (except in the case of rule 10.9
10.9 If a team that fields an ineligible player loses that match then the result of that match shall stand. The team shall be deducted 1 point and fined £15.
10.10 Players suspended by the F.A. are deemed to be ineligible for participation in this league.

11 Insurance
11.1 The League is affiliated to the Lancashire Football Association and the payment of these fees is met through the Inter College Affiliation to the. Part of this affiliation covers an annual Personal Accident Policy. Please note this is a very basic cover. You should always consider your own perceived risk whilst playing football and take out your own policy to cover eventualities such as dental work, physiotherapy or loss of income. 12 Alteration to Rules
12.1 The League Secretary must receive proposed alterations to these Rules no later than 28 days before the AGM.
12.2 The amendment must be proposed and seconded by representatives of two teams (which may be from the same club)
12.3 The League Secretary will then send the proposals out to all the teams.
12.4 At the AGM, clubs’ representatives will have the opportunity to speak in support of, or opposition to, the motion.
12.5 The motion shall be carried if those in favour outnumber those against (excluding those who choose to abstain).
12.6 The Executive Committee shall be permitted to vote.
12.7 In the event of a tie, the Chair shall have the casting vote.

13 Fixtures
13.1 The Athletic Union shall be responsible for the compilation of fixtures.
13.2 Teams shall play each other once.
13.3 Matches shall only take place on the following pitches:
13.3.1 The University Inter-College pitches
13.3.2 The University Pitches
13.3.3 Any other pitches arranged by the Executive Committee.
13.4 On the fixture list, the pitches to be used shall be indicated.
13.5 Club secretaries shall, at the beginning of each season, receive a map indicating the names/numbers by which the pitches are known.
13.6 The fixture list shall be available on the LUSU web site
13.7 The team named first for each game shall be considered to be the “HOME” team.
13.8 In exceptional circumstances, matches shall be played on artificial surfaces and/or under artificial lighting. In each case, the full Executive Committee must approve this.
13.9 In the event of the allocated pitch being unsuitable, the referee may, at his discretion, nominate another pitch as long as it is vacant.
13.10 Games shall kick off at the appointed time. The referee shall inform the League Secretary of late kick-offs and indicate which team was responsible. This information should be put on the match-card. The team responsible for a late kick-off shall be fined £2 on each occasion.
13.11 The Referee shall be responsible for collecting a First Aid Kit from the Student Activities Office. If Matches are being played in close proximity, one kit for all games will suffice.
13.12 It is recommended that each team have a qualified first-aider present.
13.13 Each team shall provide at least one size 5 ball of match standard.
13.14 A team arriving late shall be given 10 minutes after the appointed kick-off time. If the team has not arrived by this time, Rule 14(p) shall come into force.
13.15 Any club failing to fulfil a fixture shall be fined £18 to cover the referee’s fee. This money should be paid to the Athletic Union but shall be treated as a League fine in accordance with Rule 6. If the game was due to take place on a hired pitch, the team responsible shall be fined the whole cost of the pitch, which shall be payable to the League.
13.16 Any team suspended by the League or by the Lancashire Football Association for non-payment of fines or administration charges shall provide the League Secretary with the receipt of this payment no later than 24 hours prior to kick-off. Failure to do so shall result in the match being cancelled.
13.17 Any team transgressing Rules 14(p) and 14(q) on more than one occasion during any one season shall be referred to the Executive Committee. They shall have the power to punish the club as they see fit, subject to the Rights of Appeal set out in Rules 7 and 8.
13.18 Matches shall not be scheduled for Roses weekend or for later than 2pm on any Sunday where the six-a-side league is operating.

14 Match Cards and Results
14.1 Referees are to be issued with result cards at the start of the season.
Information to be included as follows:
14.1.1 Team Name
14.1.2 Date & time of Match
14.1.3 Result of Match
14.1.4 List of players from each team
14.1.5 Indication of which players where unused subs
14.1.6 Indication of which players received red or yellow cards
14.1.7 Name of Referee
14.1.8 Sportsmanship marks out of10*
15.1.8.1 This to include the behaviour of spectators and players alike

14.2 Captains are to complete a team sheet before each match with the full names of the players. Where team’s shirts are numbered, players must wear the shirt with the number corresponding to the number on the team sheet. Captains must hand this team sheet to the referee before kick-off. The referee should carry this team sheet during the game for administration purposes.
14.3 Club linesmen must print their names on the referee’s card prior to kick-off. If the card is returned without this information, the team responsible may be fined £5. Where more than one linesman may be used (e.g. the linesman is a named substitute) the starting linesman’s name is the most suitable to put on the card.
14.4 Any player that is sent off must not take any further part in the match. This includes acting as an assistant referee.
14.5 Team Captains must send the score of the match and a mark for the referee out of 10 to the fixtures secretary (by e-mail-address to be made available at the start of the season) within 2 working days of the match. Failure to do so will incur a £1 fine for each working day late. If no mark for the referee is submitted after 15 working days the referee shall receive a standard mark of 8 out of 10.
14.6 Any marks submitted for referees of 5 or below must be accompanied by a report detailing why the referee deserved such a mark. Failure to send in a report within 15 working days of the match shall result in the referee receiving a standard mark of 8 out of 10 for the match.
14.7 Any referee, who frequently receives a low mark, will be monitored by the Referees secretary.
14.8 The phrase “working day” refers to university term time Monday to Friday.

15 Colours
15.1 Colours shall be registered in accordance with Rule 10(d).
15.2 Colours shall not be changed during the season.
15.3 In the event of a clash, the away team must change.
15.4 Information on team’s colours that is received on time will be recorded in the Handbook. This should be the first point of reference for clubs. If there is any doubt (for example, over shades or which colour is predominant) then the League Secretary is glad to put clubs right.
15.5 Black is not an acceptable colour for players or goalkeepers.

16 Substitutes
16.1 Five substitutes can be named on the team sheet and all of them will be eligible to play. It is the responsibility of the referee to find out the names of the incoming substitutes. The referee must be able to indicate on the team sheet which of the named substitutes has not taken part in the match.
16.2 Teams must adhere to Rule 15 with regards to the naming of substitutes.
16.3 Players not currently taking an active part in the game (e.g. substitutes) must wear a top that distinguishes them from the players on the pitch.
16.4 A substitute acting as a linesman who is dismissed by the referee under Law 12 whilst performing this task shall be deemed to have been sent off and shall play no further part in the game. The referee should deal with the player as if he were a player, but make a mention of the fact that he was acting as linesman.

17 Referees
17.1 The Fixtures Secretary liasing with the Athletic Union President shall appoint referees
17.2 Referees should be registered with the Lancashire Football Association.
17.3 The fee for referees shall be determined by the Athletic Union and shall be paid by the teams in the league before the commencement of the league. This shall be considered part of the registration process.
17.4 The referee is required to be at the pitch 20 minutes before kick-off.
17.5 Referees unable to fulfil their fixtures should contact the Fixtures Secretary as soon as possible. A referee who does not give notice and does not turn up shall be reported to the League Secretary and may be dealt with as the FLC see fit, subject to the rights of appeal set out in Rules 7 and 8.
17.6 In the event of a referee not being appointed, or the appointed referee not attending, the two teams should endeavour to agree on a referee. This referee will not be considered to be a league-appointed official and as such shall not be entitled to claim a fee. The match card should be filled in and returned as per Rule 15. If the teams cannot agree on a referee, the Home Team should contact the League Secretary before 7.00pm that evening. The clubs shall then be brought before the full Executive Committee and the matter resolved as the Committee see fit.
17.7 Referees must report to the Lancashire Football Association all cases of misconduct involving:
18.7.1 Players
18.7.2 Club officials
18.7.3 Spectators
17.8 All cases of misconduct by club officials or spectators should also be reported to the League Secretary.
17.9 If a referee is assaulted he must:
17.9.1 Abandon the match
17.9.2 Contact the police
17.9.3 Immediately contact the AU President
17.9.4 Submit a report of the incident to the Lancashire FA
17.9.5 Submit a report to the League Secretary
17.9.6 Contact his Referee’s Society
17.10 In the event of a referee turning up for a game and subsequently having to postpone it, he shall be entitled to claim travel expenses at 12 pence per mile (up to a maximum of £5) or the full cost of travel by Public Transport.
17.11 In the event of a match official having to conduct an early pitch inspection of the pitches on the day of the match, due to inclement weather, he shall be entitled to claim travel expenses at 12 pence per mile (up to a maximum of £5.00) or the full costs of travel by Public Transport if he subsequently cancels the matches)) or was required to conduct an inspection despite not himself having a game on that day. If his game goes ahead, however, he shall be entitled to no more than the match fee.
17.12 In the event of a referee having to abandon a game after it has commenced he shall be paid in accordance with Rule 18( c).
17.13 In the event of one team failing to fulfil a fixture for which the referee has arrived, the referee shall be paid the full fee. This shall be recouped from the offending team in the form of a fine payable to the Athletic Union.



18 Club Linesmen
18.1 For all League games, each team shall be required to provide a linesman to act in accordance with the instructions of the referee.
18.2 A named substitute shall be permitted to act as a linesman.
18.3 In the event of one team failing to provide a linesman, the referee should endeavour to find someone from the other team to act as the second linesman. If this is not possible, the referee may play the game with one or fewer linesmen.
18.4 Any team failing to provide a linesman shall be fined £5.
18.5 The referee may dismiss a club linesman should he see fit, but must report the matter to the Lancashire FA and the League Secretary.

19 Postponements and Abandonment's
19.1 Matches may be postponed by the match referee or the League Secretary due to:
20.1.1 The state of the pitches
20.1.2 Poor weather
19.2 In exceptional circumstances, the League Secretary may postpone games due to other factors. This decision may be taken unilaterally or in consultation with the Athletic Union.
19.3 Any team wishing to postpone a match must give a written reason with at least 36 hours notice to the AU President, who will decide if the reason is justifiable. The fixture secretary will then inform the other team. Otherwise, should the team not turn up; Rule 14(p) will come into force.
19.4 A team cannot postpone a game due to players being called up for the University 3rd team or rested for a 6-a-side football match, except where university call ups mean that fewer than twelve players are available. Where this is the case, teams must follow the procedure outlined in Rule 20 ( c )
19.5 The Fixture Secretary should give as much notice as possible of postponements and must also endeavour to rearrange them as soon as possible.
19.6 If any doubt exists about whether or not a game is to go ahead, players or clubs may contact the League Secretary who should be able to give an answer.
19.7 The minimum time to have elapsed for the result to stand shall be as follows:
19.7.1 If fewer than 60 minutes have been played, the game must be replayed.
19.7.2 If 60 to 80 minutes have been played, it shall be left to the Executive Committee to decide the result should stand.
19.7.3 If 80 minutes or more have been played, the result should stand.
19.8 If the actions of one team’s players, officials or spectators should cause a match to be abandoned, the team shall be summoned to the Executive Committee, who shall have the power to punish the offending club as they see fit, subject to the Rights of Appeal set out in Rules 7 and 8. The incident should also be referred to the Lancashire Football Association. The Executive Committee should only meet to discuss the issue after the Lancashire FA has reached their decision.


20 Team Honours
20.1 A trophy shall be awarded to the winner of each league.
20.2 The winner of the league shall be the team who has accumulated the most points.
21.2.1 Three points shall be awarded for a win.
21.2.2 One point shall be awarded for a draw.
21.2.3 No points shall be awarded for a defeat.
20.3 If two or more teams are level on points, goal difference shall be used to determine the better team.
20.4 The league tables for the previous season shall be published in the handbook.


21 Friendly Matches
21.1 Teams not involved in league games, particularly those who are not involved in the latter stages of the College Cup, shall be permitted to play friendly matches, providing that the following conditions are met:
21.1.1 The League Secretary is given at least 7 days notice and agrees to the fixture
21.1.2 The pitch is booked with the Sports Centre
21.1.3 The pitches are in a fit condition to be played on

22 Non-Provision of Rules
Anything not provided for in these rules shall be left for the Executive Committee to deal with, and they shall have the power to do so as they see fit, subject to the rights of appeal set out in Rules 7 and 8.

23 The Inter College Football Cup

23.1 Unless subsequently specified by the following rules, the IC Cup shall be played under the Rules and Constitution of the Lancaster University Football League.
23.2 All eighteen college teams shall be entered into the draw unless they request not to be
23.3 The draw shall be made during the 1st term
23.4 The Competition shall take place throughout the year
23.5 The AU maintain the right to cancel the cup competition
23.6 The clubs shall provide linesmen in the early rounds. In the semi-finals and final, the LUFL shall provide Assistant Referees, subject to availability.
23.7 Referees in all rounds shall be paid £18 per match. Assistant referees shall be paid £10. The teams will pay the officials after each match.
23.8 The matches may be played on either on grass or artificial pitch under floodlights
23.9 The matches may be played either on weekday afternoons or evenings or on weekend days or evenings
23.10 The final may take place at a ground arranged by the League. It may be played under artificial lighting.
23.11 Games must take place as scheduled unless directed otherwise by the League Secretary.
23.12 Teams failing to arrive for cup games shall be removed from the competition.
23.13 Each team must consist of players registered to the Athletic Union and also registered to play for that particular team.
23.14 Should the number of players available to a team fall below 12 (i.e. 11 + 2 substitutes), the team shall be entitled to register sufficient players to give 2 substitutes. The League Secretary must be informed by noon of the day of the match (a telephone call will suffice).
23.15 A maximum of 5 substitutes may be named, of which no more than 3 may be used.
